Inspiron 15-3000, can't connect to a specific wifi network

I'm running Windows 10 on a Dell Inspiron 15 with a Qualcomm QCA9565 802.11b network adapter.  I have a single specific WiFi network in my apartment that I cannot connect to for the past week. On my phone, I can connect to it and I am able to connect to other networks with my laptop. When I attempt to connect to this network, the Network and Internet tab on my taskbar minimizes, the adapter disables and is enabled again in a few seconds. I cannot "forget" this network as it never saves any connection information.  I have tried uninstalling, and updating my network adapter driver but nothing has worked.
