I had the same situation. Windows refused to see the IR port or give me the "Wireless Link" Control Panel option. Digging deeper into settings revealed that the IR port was indeed disabled in the BIOS, on the third or fourth page. After turning that BIOS option on, and having installed the "notebook system software" package that's a part of the ResourceCD, the IR port works flawlessly. It very discreetly mentions Infrared connectivity in its description, so I figured, better safe than sorry. Not sure if impacted things, but it's installed.
I have a Dell Latitude D505 (Windows XP) too with an Infrared port. I've just read this thread but still I can't configure it to use the infrared port. Please help me bcz I don't know neither what BIOS is nor how to enable/disable the Infrared option.

Thanks for your info. I just had to configure in the BIOS the InfraRed to COM2 and do a reboot. After that my InfraRed was available.

To enable Infra-red:
1) Turn machine on > At Dell splash screen press F2 to enter setup
2) Press ALT - P three times
3) Arrow down to "Infrared Data Port:"
4) Change option from "Disabled" to "COM#"
5) ESC > "Save changes and reboot"
