That file is a DLL file so my first suggestion would be to run the Windows System File Checker to see if a Windows repair will replace the file for you. You don't mention which version of Windows that you're using on your system so I can't be sure which version of Windows repairs to link for you.
Can you please let us know what model of Dell system it is that you're missing that DLL file from, and which version of Windows is installed on the system please?
You may also want to look into rolling back your Windows settings to a point prior to the corruption that deleted the DLL file via a Windows Restore Point.
