SIM Card and WWAN

Hello, I have been using Dell Vostro 3500 about 4 years. My Laptop's Service Tag is . I found a SIM Card slot under my battery cover and thought I can use internet by using SIM on my laptop without buying any modem.

So, I have downloaded HSPA adapter and installed on my laptop as well as I installed dell mobile broadband manager. But it's not working, it shows ' The Mobile Brodband Device Is Not Found'. Can you help?

Note: My currently installed operating system is Windows 8.1 Pro With Media Center.
