The mobile broadband device is not communicating: Cannot get it working

Hi, I have a Latitude E6400 that we just loaded Win7 32 onto from XP. We had the dell mobile broadband utility working on XP for the following card...

Dell Wireless 5600 (EV-DO-HSPA) Mobile Broadband Mini-Card QDLoader (COM4) which shows in device manager as "The device is working properly"

So I load what I believe the proper Dell Broadband Card Utility and, well no matter which version I install I get "The mobile broadband device is not communicating"

I also cannot find the old Controlpoint connection software that we had before either. I look in our available drivers and software on support.dell.com by service tag but no combination of the driver or software application works.

Support was no help. The software they told me to install doesn't work.

Any thoughts?
