dell wireless 1703 card 802.11 b/g/n (2.4ghz) Wifi not getting Switch ON

Inspiron 3521  dell wireless 1703 card 802.11 b/g/n (2.4ghz) Wifi not getting Switch ON on Windows 10 

I cant see any available networks as wifi is not getting on 

I have tried all types of fixes . none working some of them  are below : 

> 20 / 40 Mhz solution

> using dell drivers .etc.

> Airplane mode trick

> No error in drivers 

> Tried to make wifi on using windows setting page

>uninstall / re-install drivers

> Power Saving / Performance settings

Please help . I am frustated.
