(Redirected) Cannot install Dell Syst em Detect

I get the following error when I try to install dell system detect, which I need in order for dell to check my pc for problems.  I am having difficulty getting the Windows  10 app, and if I do not have the system detect on my computer, Dell cannot determine what the problem is, what drivers I need, etc.  What is the solution to this?  I can download the Dell System Detect, but cannot open it, even with Administrators Permission.
