System Services (F10) - Fatal Error?

Hello, I am trying to access System Services when you press F10 on post. When I access this function, it loads like normal with the Dell logo and loading bar goes all the way. It will act as if it is about to launch but just goes straight to "Fatal Error". I have attached a picture of what I am getting. Is this a MoBo issue? I have read that others have to order a new one and replace it. Any ideas or suggestions are fantastic! Thanks.
