390, CPU upgrades?
Am I able to install an i5-2500 into my Optiplex 390? It currently has an i3-2120 and I'm just looking for budget upgrade options to increase performance in gaming. It's currently paired with a AMD Radeon HD 6870 which I plan on upgrading to Nvidia GTX 1050 Ti.

Turbo Boost is specifically power limited by INTEL. Its marketing.
You NEVER get full speed when all the cores are running.
When turbo boost is running it ONLY boosts 1 core.
Intel® Turbo Boost depends upon a number of factors including, but not limited to, the following:
Type of workload
Number of active cores
Estimated current consumption
Estimated power consumption
Processor temperature
Intel® Turbo Boost allows the processor to operate ONE CORE at a power level for short durations
(A few seconds OR LESS)
You can monitor this with the Gadget

Has nothing to do with new features. The SOCKET keeps changing because INTEL wants to sell more and more memory and cpus and chipsets.

The 390 is a crippled system with ATA only. AHCI is not an option. There is a 2018 issued bios patch for Spectre / Meltdown.
The 2011 Optiplex 390 was only validated with the following i3/i5 CPUs =
CPU socket type: LGA 1155
MHF7R i5-2400 Sandy Bridge, 3.10GHz, 6MB, 95w, 4C, D2
950R3 i3-2130 Sandy Bridge, 3.40GHz, 3MB, 65w, 2C, Q0
972H5 i3-2120 Sandy Bridge, 3.30GHz, 3MB, 65w, Q0
5MH9T i3-2100 Sandy Bridge, 3.10GHz, 3MB, 65w Q0
Dell does not support any cpu other than the one that came with the system.
The 390 has an Intel H61 Express chipset which is different from the 790 and 990.
Whether or not the I7's work is up for debate.
If you DO NOT HAVE A TOWER any unit other than the "S" models will likely break the voltage regulator on the motherboard. The smaller units do not have sufficient power.

You cannot jump from A00 to A14 in bios so which depends on how old it is.

16 gigs is not an option if you only have 2 Ram Slots.
The 990 has 4 ram slots and allows 16 gigs.

SFF is 8 Gigs Max end of story
8 Gig Dimms are NEVER an option.
Saying you can get to 16 gigs without restriction is misleading at best and a pre meditated lie at worst.
The ram must be LOW Density INTEL compatible and not be ECC or Registered or Buffered or Quad Rank etc.

It should be fine with the i5-2500. The 390 has an Intel H61 Express chipset which indicates that it should be compatible:

However, Dell only ever shipped the 390 with CPU models up to the i5-2400 so it was never validated and can't be 100% guaranteed to work. If you are going to upgrade, I would advise updating the system BIOS beforehand.

you explain a bit further what does "flaky" mean? Can you use your pc normally after the CPU swap?
Btw, in also wondering if I can buy a i7 2600 and boot normally as it is not stated in the official manual.

Got the CPU today, installed it and it was acting kind of flaky, i did a backup of my hard drive, reformatted, and its been running great all day!

I do know someone ran it on user benchmark so it's very likely I do know that LGA 1155 and LGA1150 motherboards are quite flexible and take literally any CPU that uses the same socket.

My Dell Tech Guide tells me every processor my computer can take at the time of print. Downloaded as .pdf and search terms can be used. Here's a link for your 390: http://www.dell.com/learn/us/en/04/shared-content~data-sheets~en/documents~optiplex-390-technical-guidebook-101311.pdf.

I have recently received my i5-2500 and it works well out of the box without any reinstall of windows or driver update. However, I found out that the CPU isn't able to boost up to 3.7GHz on single core load as well as 3.4GHz on all core load. I believe this has to do with the Dell mobo or its VRM limitation.

When running Cinebench r15:
In single-core workload, the CPU frequency hovers around 3.4-3.6 GHz with a few milliseconds of rated 3.7GHz(Turbo-boost speed), with max temp. at 66C and max package power at 45W.
In multi-core workload, the frequency stays at 3.4GHz all the time, with max temp. at 77C and max package power at 55W.
According to CPU-Z, the base clock of CPU is at 99.76MHz which is weird and the multiplier seldom goes to 37(i.e. 3.7GHz). I understand how turbo-boost 2.0 works, but I have no idea what caused 3.7GHz to only last for 2ms or so given that I have enough temperature headroom for turbo-boost to work.

Yes, technically from Dell there are a limited number of CPUs available for use with the Optiplex 390. HOWEVER, we know better. I have seen sites indicate that a Core i5-2500 works just fine. And here, you will see someone had a Core i7 2600 running. I found 2 people who ran that CPU at userbenchmark.com, but none faster. Can anyone find one better? The challenge has been made!

I'm also thinkning about upgrading my CPU. I saw that Intel® H61 Express Chipset supports 3rd gen CPUs.
Will the Optiplex 390 work with: i5-3570T or i5-3570S?
