Dell Optiplex 7070 MT - Plugging the mains power turns the power on for a few seconds

I have a new Dell Optiplex 7070 MT and I'm not sure if it has issues. When I plug in the power cord from the mains without even pressing the power button on the front, it will automatically power on for a few seconds and off. Is this normal? It's a bit annoying because I always use a manual switch to turn off the mains power after shutting down the PC. Every time I turn the switch on I would have to wait for a few seconds until I can press the power button on the PC.

Errors won't show because that's normal for Optiplex's and possibly Dell's other tower/case PC's.  My 7010, 790, and my previous 755 have all done the same thing.  GX620's we had at work in 2006 - same thing.  I tried to indicate it's normalcy in my first post, but it didn't work.

If it's that inconvenient when turning on the power,, then leave the power on?

I'm a little surprised Dell-Cares doesn't already know.

I don't know if Optiplex's did that when they first started out, but I can account they've done that going back at least 15 yrs.  The powering on for a few seconds when power is introduced is like a self test it does.

Some people do disconnect power to PC after shutting down.  But then they're relying more on the CMOS battery which enables PC to remember not just time & date settings, but BIOS settings also.

I have a brand new Optiplex 3070, and I have the same issue. Please, can anyone from Dell comment on this behaviour - how can I turn this off?

The few second self-test it does when power is introduced is automated and can't be turned off.  It's not an inconvenience.

When BIOS is set to power on when power is introduced, it'll simply power on and boot.  If that automatic feature is turned off, it'll still do the self-test when power is introduced.
