I have a Dell Optiplex 980 SFF 12 GB RAM, i3 540, PNY GT 730, Samsung 840 EVO SSD. After a force shut down, error code 3,4 or 3 flashes and the PC won't turn back on for an hour or so. I don't know what causes this but I'm sure somebody out here knows. I don't usually do force shut downs unless it freezes which happens sometimes.

A little caveat if trying a PSU tester. If I remember right @redxps630 , 980 MB's have mini 24-pin connection instead of standard 24-pin. For PSU tester, 24-pin to mini 24-pin adapter would be needed.

Try replacing size 2032 CMOS battery.
Remove GPU and use onboard graphics. How does it behave?
Optiplex 980 Service Manual has diagnostic lights.
Also sounds like a PSU on it's way out. 2 ways to test: 1. Try another PSU. 2. PSU testers on Amazon. Before going through the PSU possible trouble, go according to diagnostic lights after changing battery.

agree that replace cmos battery is good idea. also try clear cmos settings by using motherboard RTCRST jumper. see diagram below. move blue jumper on #15 to #2 pins x5 sec then move back. do not think it is psu issue.
Link above has too many pop-over ads. Service Manual has none. If diagnostic lights change after replacing the battery, see diagnostic lights in the Service Manual. Easy search using "diagnostic lights."
