Dell optiplex 990 cpu upgrade issues.
I just upgraded my CPU from an I5 2400 to an I7 3770 for the new half-life game. I am sure that I installed it correctly, I seated it the right way, I re-installed the fan correctly, I plugged the fan back in, etc. I also made sure that all my ports are properly plugged back in. I turned on my PC, and it won't post. The fans are at 100% at all times, I am getting no signal from my monitor. My mouse is lighting up, but that happens any time it receives power. Lights 3 and 4 are blinking in an amber color. I thought, at first, that this was an issue with my power supply not keeping up with my PC, so I swapped it out for a 300w psu (from a 265w)
The only things that have changed is that now the power button is also amber, and as soon as I plugged it in from the wall, it has turned on (or, as if I turneed it on). I can't turn it off with the power button now, and the only way to turn it off is to unplug it manually.
I desperately need help with this.
I absolutely can't afford to lose my PC right now, and I dont have enough money to replace the whole thing.

That light sequence indicates a memory failure. You can try reseating the RAM and if that does not help then try one RAM module at a time. This chart has more information.
More information on CPU swaps can be seen in this forum page and here. It appears that the system does not support the 3rd generation CPUs.
Have you tried reinstalling the i5 2400 CPU to see if the system boots properly? And as computers go that is almost 9 years old and any upgrades are not going to be cost efficient.
Last of all if you are talking about Half-Life Alyx then the minimum specs are as follows, from this site. And those specs are well above the system you have.
