GX620 case, 780 motherboard?
I have Optiplex GX620 and would like to replace the motherboard with another one (for example, optiplex 780).
Is it possible?

Not possible because the power supply , front panel board, thermal sensor, and and and is not the same. The 620 has IDE optical drives and a floppy controller. The 780 has neither.

And what if I managed to find PSU + front panel (I guess with its cable)? Will they fit and work in 620 case?

Dell's are custom and proprietary from one model to another. Even the rear motherboard I/O panel is different.
In practically every case its not possible to interchange motherboards, front panels, etc.
