Optiplex 990 1 2 3 4 all amber when two PCIe cards installed

I have a FULLY FUNCTIONING Dell Optiplex 990 with i3 2120, 2x 8GB DDR3 1600MHz, 120GB SSD, and 250W 80+ GOLD certified DELL power supply.

I have put a 1050 Ti LOW PROFILE in BLUE PCIe slot (YES, I KNOW 1050 Ti SAYS 300W REQUIRED, but card only uses 75W) System boots fine with ONE CARD.

However, the system is intended for use while broadcasting (i7 2600 on order). So I put in GT 1030 for JIT stream compression with OBS.

BUT PROBLEM! Diagnostic codes 1, 2, 3, and 4 are all AMBER!

this does not have a designated meaning!

So, is the problem too much power draw on PCIe?

Also, I get error when posting saying that the word s t r e a m i n g is not permitted? What unintelligent individual thought of this?

990 what, they are 4 cases. called form factors and 3 and more motherboards.

some have slow power restrictions,  25/35/50watt restrictions the 790 does.

MT/DT/SFF or USFF. (the USFF has no PCI slots So is not that)

MT has 265w psu

DT has 250w psu

SFF has 240w psu.

so  my guess you have the DT.

I seen no white stamped words  on your mobo,  DT, 35watts limited.

but doing 75w x2 I bet not.

then 2nd long slot is X4 slot ,   x16 wide wired only for x4,  a fact on all 3 PCs with 2 long slots. MT/DT/SFF.

ok reading the full spec, we see dell not spec the slots but by intuition we see the  68watt card opted day1.

so your PC does 75watts, on x16 SLOT only,.

some GPU cards flat do not run in X4 mode. (I think many can, but …?) But BIOS actions are a limit too.

on BITTCOIN systems. "raw compute devices" use x1 to x16 slot adaptors. self powered(means not PCI power)

they use a powered riser cards to solve slot limits like 25/35/50 watt limits. x16 with power from SATA power cables. This has been done even on SFF here. (custom cases etc or worse open cases and cardboard covers.)

but closing the case becomes a problem, for you.

on my 790 the 12vdc bus to B1(5pins group) is run with only 150mil wide traces and is worse, Daisy chained to the 2 slots long.  so if you try to draw 150watt total it will fail, (I rev. engineered this mobo slots, this one feed)

some mobo have his huge massive power plane here, not  mine.

some GPU will not like x4 slot, but most do. for sure those bought by bitt-coiners-do.

also if iT CAN work (dell says 2 spots will)? then  upgrade the BIOS to max version.

I will test mine too, today to see if 2 weak power GPU work , under w10-64bit 1903.

this OBS

what makes you think this PC can use 2 GPU cards at the same time?,  the blue slot is what works,

IDK for sure that, but who told  you this is OK? 

why 2 cards? why not one card? with a bank  ports. many..... they sell them.

tried 2 cards and 2 monitors on my 790 (a sister to 990,  I think)

and fails. windows fails to detect it, but bios does not HANG, Bios Verson a18 on mine, newest.

in windows 10 , the screen settings has a manual detect button and it fails.

both are 2007 ,old  radeon cards , 20watts or less. one works other shows up in devicemager but not in windows dual display detect.

GT 1030 is PCIe x4 card. GTX 1050 Ti Low Profile is 75W. Both card show display on black (bottom) slot. But not when two installed.

The system DOES NOT SUPPORT DUAL VIDEO CARDS and Power supply is too small for what you are doing. Furthermore neither GT1050 or GT1030 support SLI.
