Optiplex - RAM drive - HDD - Not New PC?

Bought a new OptiPlex 3050, 8Gb, Win 10 Pro computer for a client and it came setup with

- 40GB RAM partition as C:

- 20GB RAM partition as D:

- a 400+GB partition

(see pictures)

- computer did not go start with Win 10 Pro new computer out of the box setup

- why is the RAM drive not noted as a different disk?

the computer has a small drive connected (I guess the RAM drive)  with the regular HDD 500GB

* Are these RAM drives SSD drives?   Because I purchased separately a SSD drive with 3.5 to 2.5 bracket.

Noting the netware connections, is this a used computer or was the wrong setup used?
