Why won't the Dell Optiplex 990 Bios A23 finish updating?

I updated the latest bios revision and it successfully flashes the bios halfway through making it bootable. However, its stuck at 0% in the bios update when it states "Sending Intel(R) Management Engine FW Update, while the progress bar is stuck at 0%". This forces me to power down at every attempt. I'm using the .exe downloaded off the Dell website

It works fine in the OS, but causes huge issues on boot, such as system memory keeps changing everytime I boot, "ME in recovery state" screen before going to my Linux grub screen with multiple boot drives to choose.

I've tested the ram and it's perfect, I've replaced the CMOS battery, and I'm still having Ram switching from 4gb to 8gb Everytime I boot after this bios update. 

Does anyone know what the heck is going on? How do I fix this so that I can boot with no issues?
