Would a 260w power supply be enough to run a RX 6400 4GB and i5 8500 ?

I have a OptiPlex 5060 and it has a 260w Power supply would it be enough for rx6400 and i5 8500

Yes, there's enough power as the RX 6400 is only 53w.  As long as it's not the XT version, which is 107w.  Dual fan double-height version is likely a no go.

What brad was alluding to is a too long gpu cannot fit 5060 case. Use stock psu length as reference. max gpu length should not exceed psu length. psu dimensions: 8.7 x 3.1 x 2.4 inches (22.1 x 7.9 x 6.1 cm).
Height of card is no problem as OP has tower case. GPU card is allowed to be taller than full height bracket and still fit.

Edit: stock psu 260w dimensions are 22.5 * 8.5 * 6.5 cm; therefore gpu max length is 22.5 cm. Asus rx6400 double fan is 20.1 cm.

Well, then I stand corrected.  The dual fan version of the 6400 is still only 53w,  so as long as it fits as redxps630 says I will, it's a go.
