If you format the hdd, uefi bios would not find the EFI partition containing Windows boot manager, therefore it would not show hdd in boot list.  UEFI boot list can only show uefi bootable devices such as usb mass storage containing Windows 10 installation media, Windows 10 installation dvd (if you disable secure boot otherwise dvd would not show because it thinks the dvd is a foreign insecure device), or hdd that already has Windows boot manager installed before via uefi mode.  What you can do now is plug in a bootable usb that has Windows 10 installation media, find it on uefi boot list, which should show as UEFI: USB mass storage device, boot from that usb, do a custom clean install on hdd which involves deleting all old partitions and create new partition, format, enter.  In this procedure because you are in uefi environment, Windows installation  automatically chooses gpt partition when you click “new” to create new partition after manually deleting all old partitions.

If you reset the BIOS and changed it to another version (I assume RAID to UEFI) and you formatted the HDD, then how did you install Windows 10?

Reset bios to default settings, apply/save, exit bios, and usb key must be physically plugged in pc before powering up, otherwise it does not show up in UEFI bios.

Thanks redxps630.  I do this in android.  Photos don't show while signed in.  Makes sense, doesn't it?

Is the OP's BIOS in RAID / Autodetect AHCI mode?

What model Optiplex do you have?  By changing BIOS versions, do you mean you went from Legacy to UEFI, or vice-versa; or downloaded a newer version of BIOS?

OP has optiplex 7060 (see screenshot).

np. OP did not upload screenshot of s SATA operation of bios.  it is unclear whether 7060 bios is UEFI only or with legacy option rom.  system setup says UEFI only.  I would guess no legacy option since this is a relatively recent model.

In a working PC, or externally plugged into a PC, you'll have to reformat the boot drive.  In Disk Management, make sure sure it's NTFS formatted and then choose the GPT partition scheme/table.  Win10 will not load on an MBR partition scheme.
