moving an newer optiplex motherboard into a optiplex 980

i know this maybe such a goofy question , however i see that these optiplex's can now be transferred into an entirely different case , is it possible to maybe lets say put a 9010 or 3020's optiplex's motherboard into my optiplex 980?

The basic answer is no for several reasons. The most egregious being that the 980 uses non standard power supply connectors.  When you get to 9010 you can put that board into a non dell case.

This allows you to further upgrade later on.

390 790 990 is not the same as 380 780 980.

The 980 is kind of built backwards compared to the 9010 and 3020.  By the way, 3020 is more limited in expansion options than 9010.  Exception 9010 takes 3rd gen CPU, 3020 - 4th gen.

by "built backwards" it meant 980 as well 780 etc. motherboard as well as case are BTX

9010/3020 are micro ATX.  ATX board is not compatible with BTX case and vice versa.980980

Power supply connection as well as the board not physically fitting means its a non starter.

What you want to do is best done with model like the 9020.
