OptiPlex 9020 not working

I have a OptiPlex 9020

Pressing power button has lights and fan on, but there is nothing on the monitor. Tried several different monitors and cables with same result. So I remove one of the RAM and it boot, able to login to Windows and working normally. Restarting work well. No issue.

The problem is after i shut down and tried to start, the same problem begins all over again.

Did ePSA pre-boot system assessment and it passed.

Just so happen to have an OptiPlex 9020 here in the shop (for SSD install and Windows-10 Pro-64 Upgrade). Runs great. Getting ready to take-back and re-install.

BIOS is A01. UEFI-Mode.

4gb x 2 DIMMs. Shows as Slot-1 and Slot-2 in BIOS.

No ePSA doesn't catch everything.

Try both DIMMs as singles in Slot-1.

Video Card can be removed and run on-board VGA to simplify config while trouble-shooting.

Try running the RAM you take out alone,

If the machine does not boot then you just found out that RAM no longer works
