Your problem is hard to distinguish.

What happens if you temporary remove the BIOS. Maybe there is another problem?

Hello @ciehells,

First of all, you need to make sure you are following this procedure to install the OS: How to install the operating system on a Dell PowerEdge Server? (OS deployment)

Then you should make sure in the BIOS Boot Settings: F2 during boot, then System Bios Settings / Bios Settings / Boot Option Settings / Boot Sequence and make sure the Hard Drive is the first on the list.

Regards.
