PE 1800 Startech SATA PCI-e card

Hello,

I am trying to use a decommissioned Poweredge 1800 Server as a backup server with a hotswap SATA Drive Bay. We have the original PERC 6-slot PCI Raid/Sata controller, which I know doesn't support non-RAID configurations, so I have removed. The onboard SATA controller doesn't support hotswapping, so I purchased a Startech.com PEXSATA22I  PCI Express 1x SATAII Controller that supports Hotswapping. However, when I install it in either of the PCI-E slots, the computer will not boot past the "Press Ctrl-E for BMC setup" and I cannot get into the BIOS. I have disabled the onboard SATA controller in the BIOS before installing the card. Once I remove the card, the server boots just fine. I have used multiple combinations of drives being plugged in or not plugged in to different slots, etc. with no luck. Anyone know something that I don't?
