h710p defective ?

i have a Poweredge R720
today i recived a h710p controller for it.
plugged it in and not is says the following during boot.

PCIe degraded link width error : integrated RAID
expected x8
actual x0

management engine mode : active

anyone knows if its the controller or somthing else that i forgot ?
