Alternatively you may also hold the i button on the LCD for 16 seconds until the iDRAC does a soft reset. This will not affect the server and only reboots the the iDRAC. It will take several minutes for the iDRAC to initialize before allowing you to reconnect.

Hello,
Here are the commands to reset the iDRAC. Allow several minutes for the iDRAC to initialize before reconnecting.
Racadm racreset (soft Reset)
Racadm racresetcfg (Hard Reset - Resets IP/Account settings back to factory default)
Default IP > 192.168.0.120

What RPM(s) are needed just to get this loocal drac/idrac admin tool on Dell 710 and 720 servers for RHEL5-64 and RHEL6-64?

What firmware version is the idrac7? There are bad FW versions that will cause your initial issue again.
