Did you enable VT in the BIOS Setup (F2)?

Here is a link to the manual: ftp://ftp.dell.com/Manuals/all-products/esuprt_ser_stor_net/esuprt_poweredge/poweredge-2950_owner's%20manual_en-us.pdf Check out page 41. Virtualization is turned off by default on the PE 2950. Enable the option in the F2 bios.

All versions of 2008 R2 support virtualization/Hyper-V, so it should not be an OS issue.
All processors in a 2950, all system revisions, and BIOS versions should support VT ... what processor is in it? What is your BIOS version?

BIOS is the latest, and the E5310 supports VT - there should be no reason that VT is not available in the BIOS to enable (see Geoff's link to the BIOS option in the manual) and certainly no reason it would not be available in the OS (if enabled).

in the bios for the pe2950 open the CPU menu, then you will find "Virtualiztion Technology"
Enable it and save the settings.
