Is it possible to change the Fan Rotational Speed in the PowerEdge 1950 1U server?

Unfortunately, no. The best you can do is update the BIOS and ESM/BMC to make sure it is running at maximum efficiency. In case you are tempted to remove fans to reduce the noise, the remaining fans will just kick up to a higher speed to compensate. Also, make sure you keep the cover on and secure, as the system will kick up the fans when it senses it is open.
