You can find the PERC 5/i documentation at the following link:  http://support.dell.com/support/edocs/storage/RAID/PERC5/en/index.htm

 

You can catch it with ctrl-R at POST and configure your RAID1 with the BIOS Configuration Utility.

I can see at the PDF file that there is "Dell OpenManage Storage Management".
Can I use this tool to configure PERC SAS RAID-1 from a bootable CD before installing Windows 2003 SBS instead of using CTR+R BIOS configuration?

You should be able to configure your RAID-1 when you boot the Installation and Server Management CD.  Dell just recently started supported SBS on PE1950, so the version of the Installation and Server Management CD you have may not be the latest.  You can download the latest (OpenManage 5.2) from the link below

I have looked at the link "View compatible systems and operating systems" at the bottom of the page at the link you have sent me and there is no Windows SBS 2003 support so if I will choose "Microsoft Windows Server 2003" from the menu when installing my server does OM will able to install SBS 2003?

Yes the OM Installation and Server Management CD will be able to install SBS 2003 on your PE 1950.
