Windows Server 2008 R2 Enterprise On PowerEdge R900

I recently installed Windows Server 2008 R2 Enterprise on my PowerEdge R900. Although Windows shows the system has 32GB of RAM, it reports only 1.99GB as usable. I've tried reseating and swapping positions of the four memory riser cards. I've moved what I presume to be the original four DIMMS to slots A8, B8, C8 and D8. The only thing that has made any change in the usable RAM is when I changed the memory redundancy from 'disabled' to 'mirrored'. That resulted in the usable memory being reported as 2.99GB.

I have verified that the "maximum memory" checkbox in msconfig.msc is unchecked per Technet. My Windows was already activated but, I followed the instructions to delete the licensing and relicense and activate it again, which was another recommendation. I have run Memtest86 and no errors were reported.  I have provided system info from OSA below. Does anyone know why most of my memory is hardware reserved and is there a fix?

Hello Tom

In the OS open task manager and go to Resource Monitor>Memory Tab. In the bottom section where it lists Physical memory let us know where all the memory is assigned.

Boot into safe mode and see if the amount of hardware reserved memory changes. What was the previously installed operating system, and did you have any memory issues with that OS?

My suggestion, go back into the max memory setting, enable it, then set it to 32768 (1024*32) and see if it changes the usable amount. You will have to reboot the box though.

I tried this before with no change. I just tried it again with the same result. Each time I set the value, always to 32768, and reboot, when I go back into look at the setting it shows the box still checked with a "0" in the field for the amount. I can only assume that it does not use the 32768 since it is greater than the usable amount. Unchecking the box and rebooting similarly has no effect.

Ok, I just set the max to 1536 and it booted with 1.50 GB usable. That might support Windows not liking 32768 due to it being greater than the reported usable amount.  I unchecked the box and rebooted. It's back to 1.99 GB usable.

Just to be sure none of my post-install tweaks, or the Norton End-Point junk I installed for AV, caused this, I am getting ready to reinstall Windows and see what happens.

Memory reports the same [32.0 GB (1.99 GB usable)]. I don't know what OS was previously installed on this system but, Dell provides 2008 R2 drivers for it so it is apparently a supported OS. I really hate to install Linux on this thing but, since I can't use it as a workstation due to lack of video support, I'll do that if absolutely necessary.

I have the same system here with 64gb ram, no issues here with the limitation. I did lower maximum to 4gb, and on reboot, it showed zero in there too.after I unchecked the box, usable went back up to normal.

VERY fresh install of 2008 R2 Enterprise. Not activated. No drivers or other software installed. Installed memory: 32.0 GB...

Well, for the time being, with the fresh install it's working with all 32GB. I've got all the major items reinstalled: critical drivers, VirtualBox, VMware WS 6.5, Norton Endpoint and OMSA. Re-activated with no problem. Windows Update has installed SP1 and all updates since. My best guess is that the remote desktop role that I added previously, while trying to set this system up as a desktop replacement for my current PC, must have screwed with the licensing or something,
