Dell AIO 942 printer

I have a AIO 942 printer and it says to clear the carrier jam.  there is no jam.   Everytime I turn it on and click select, it gives me a high pitched noise like something is not moving, or like the rollers are turning really fast and not getting any paper.  

I have looked everywhere for paper. I have even put a new stack in.

It even makes the noise when I turn the printer off.

I cannot get it to work.

Usually the simple solution is this.

 

Print roller and Jam problems or reseating the Dell Series 5 ink cartridges.

 

But when people hear the carrier slam, then it usually means something with the encoder strip. Instructions on how to clean the encoder strip. Cleaning the encoder strip (Loud bang from printer carriage)

Okay.  It is not a paper jam.  I cleaned the encoder strip, as far as it would let me.  It seems that the ink cartridge carrier is stuck.  It will not move.  I have looked up stuck cartridge, cartridges.. Nothing is telling me what to do. It is definitely stuck to the left of the printer and will not move.
