Dell V313w black ink print quality extremely poor

I went to print a Word document and the printer printed hardly anything at all.  Under the "Maintenance" section I performed a "very deep cleaning" of the print head and an alignment.  When the color test print comes out the color bars are fine but the black bar is incomplete and streaky.

I then manually cleaned the print heads per Dell support instructions but that only helped a little bit.  I even changed print cartridges to no avail.  I don't know what else to try.

I do get a message that says something about the Dell Web Gateway is not working, but it seems based on the test bars that the problem is only with the black ink.
