Thank goodness for this post. My outlook 2016 desktop app (as part of MS office that I bought with my 3 month old dell inspiron notebook) suddenly quit sending emails, error code as you indicated in the post. I could receive but not send (all accounts). Up to today, no problem. I performed all of the steps Microsoft has online for this error, but no luck. I finally called Microsoft support, ending up having to pay $29 for them to work on it (just out of warranty period). 3 hours later, no luck finding the problem. They escalated it to their level 2 support with a scheduled time next week to work on it.
After MS was done today, I found this post. I uninstalled smartbyte in settings-apps and now my outlook desktop app works again. Clearly, removing smartbyte fixed the problem. No idea why it appeared suddenly.

I purchased a new Dell Inspiron and migrated my files and programs. None of my IMAP emails accounts could send emails on outlook 365. I tried changing the ports, deleted/restored my email accounts, checked my virus software, and spent a day and a half with no success. I had the same settings in my old Lenova and it worked just fine. When I saw your post, I deleted SmartByte and presto, in less than 2 minutes my problem was solved.
Why would Dell add software that won't allow gmail accounts to work properly???

This was an amazing change to me. I spent as well over 10 hours trying to figure out this issue. Now that I took off Smart Byte off my computer, all my emails from outlook are working again!
THANK YOU! I have been struggling with this same problem since January. I, too, had purchased this Dell in August 2018, encountered Outlook sending issues in January 2019, and installed Thunderbird as a temporary work around.
I just updated the Intel Wi-Fi driver and everything seems to be sending accurately with no errors or strange changes to attached documents. If I have any other issues, SmartByte will be promptly removed (or at least disabled.)
4+ months of frustration and 8 hours lost today. If only I had found this thread sooner...

Wasted many hours trying to figure out why Outlook suddenly stopped sending emails until hitting this forum. Uninstalling the SmartByte piece of "software" brought an instant remedy.

0x800ccc0f is a common error reported by Microsoft Outlook users. This error usually occurs when users attempt to send or receive SMTP based emails but the Outlook can't connect to the user's mail server.
