It only shows up as an option if you're actually downloading something from Dell - it's not a stand-alone program. You don't need to use it at all if you're just downloading drivers or Dell applications for your PC. It's only required if you actually buy software from Dell's download store.
A lot of people have had trouble with it. If that's why you're looking for it, the easiest thing to do to is just clear it out and switch to the regular browser download.
- Uninstall Dell Download Manager from Add/Remove
- Clear all the Dell cookies from your browser to remove the default Download Manager option
- Go back to the download page, and it should show "Internet Browser" again as an option.
