S718QL boot fail

Hi,
Anybody can provide any ideas on what will it take to fix a broken S718QL that is not booting correctly?

Upon pluging to power the led light comes as pulsing white.
After pressing the power button, power led is solid white and booting sequence starts:
1- Fans are turned on
2- lamp is turned on
3- nothing else happens (no colors coming out, no logo, no boot sound)

Power button will not turn it off or reset it.

I am not in the US or an area with easy access to a dell support center. Can anyone tell me what type of repair is needed, and if this can be done by someone other than dell?

Also Service Tag on the label is not recognized by the Dell Website. I am frustrated with the Support website.

should I just use it as paperweight?
