DELL Schnelltest auf VOSTRO 3450 kann nicht gestartet werden

Seit einem Tag läuft Service Windows Update nicht und kann nicht gestartet werde.
Die abhängige Services laufen.

Deshalb wollte ich   den  von DELL angebotenen Schnelltest durchführen.

beim Versuch  DellSystemDetectLauncher.exe  zu starten, bekomme ich folgendes
