This seems to be caused due to some kind of measuring calls or calls that needs SmartTags from Office, that could be causing the issue. By any chance anything else that was rolled out in the environment ? Can you please share contents of log file it mentions in the error message ?
If possible can you please try to install the following tool and let us know how you go after that ?

For a proper fix from Offline Access client point of view you might want to speak to EMC SourceOne/EmailXtender support by opening a service request.

Just a quick comment.
I saw the same problem at 2 different costumer sites and applying the fix/software from Microsoft actually solved the problem both places.
Just be aware that Outlook might have disabled Offline Access Client during this process, so you most likely would need to enable it again..
