Model of laptop and Operating System?
Does the CD/DVD drive not recognise both CDs and DVDs? or just doesn't recognise CDs? or just doesn't recognise DVDs?
The first step I would recommend is to use a lens cleaning CD. This is essentially a CD with a brush on it and the brush will remove dust from the lens which can block the laser and prevent the drive from reading CDs.

The next step would be to see if the drive can boot from a CD/DVD during the BIOS, this will tell you if it is a Windows problem or whether the physical hard drive has the problem.
To do this, I would recommend using another computer to burn a bootable .iso to both CD and DVD such as a 32 bit Ubuntu .iso. Use a program such as ImgBurn or Roxio to do this.
Insert the CD into your Dell and power down the system and wait for at least 10 seconds.
Then power up your system and press F12 at the Dell BIOs.
Select boot from CD/DVD. Does the CD boot? If not then the drive cannot read CDs. If the setup loads, you can exit it. Repeat the procedure with the DVD.
