I wonder if he's asking, "Can anyone install Unisphere if they have the software AND manage a DMX / VMAX?"... More of a security question on the safety of VMAX software management.
The answer to that question is NO, because you have to setup Solutions Enabler and map gatekeepers to your host. i.e. SAN-Connected.
I could be assuming though.

the new UniSphere 1.5 can manage and DMX as well.
Regarding security, for sure even if you will install SE you can still have security.
