what is diffrent between EMC SMC and Ionix control center?

Yes these are the same, Ionix ControlCenter is the new / latest name for ECC "EMC ControlCenter" .

they are not the same, SMC is for managing Symmetrix platform only, while Ionix control center can manage your whole infrastructure (switches, arrays), it provides reporting, alerting ..etc. Take a look at the product home page
