How do I check if DMX4 is locked?
Prior EMC implement a BIN change they Lock the DMX for changes. How do I check if the DMX4 with code 5773 is Locked? Is there a symcli command for that?

List lock:
symcfg -lockn all list
Relaase lock:
symcfg -lockn # release ( -force is optional)

If the CE put the configuration lock, you will not be able to initiate any configuration changes. If you try some symconfigure commands, it should fail. I am not sure of any other specific CLI command, if required CE will be able to help you checking this by dialing in to the system.
