So it turns out that it was my own fault! Or rather, the person who set it up before me.
They didn't put any values for DNS into the idrac settings, which was probably on purpose to restrict it from the internet.
So I put in DNS settings for 1.1.1.1 and voila, success!
I used the HTTPS method and put in the address downloads.dell.com
Thanks @Dell -Charles R for your help in getting me to think about checking network settings and your helpful replies that taught me some things.

Hello CharlesIsWorking,
I'm sorry to see that. Have you been able to use the DRAC for update in the past?
I recommend:
Select: HTTPS
Supply this full path: https://dell.to/3j7PNPM
Please let me know if that helps.

Hello @Dell -Charles R ,
I get this message when using the URL you provided.
LC023: Cannot access network share. Check network share access credentials (IP address, user name, password, share type, and so on). Refer to Lifecycle Controller Profile documentation for more details.
The server has internet access so I'm not sure... Are any of the other fields requiring data?

Hello CharlesIsWorking,
See if you can update using the LifeCycle controller: configure LCC network settings and use the url I provided
Dell Lifecycle Controller - Firmware Update Using FTP Server
Alternately you can update the firmware with a bootable ISO for your server model T430

Thanks for this link. Hopefully I'll be able to get to that sometime. I have another Dell T430 on the same subnet that can read the repo at ftp.dell.com and ftp.us.dell.com but fails to download the updates when I click "install and reboot".
