Dell Latitude ST Slate Bios X15 Locked and can not be upgraded

Hi everyone,  I am having trouble,  I was given this thing,  however i can't get the internal Wireless to work.  I have installed all the drivers but still, comes up enabled but does not see anything I think this as to do with looking for a soft swtich like FN F2 or something.  So I just used a USB WiFI adaptor instead.

I thought that maybe a bios update would help.  However when I try to install the latest bios I get a message that says X15 Bios is locked.

Windows 7 is the platform.  I think it also has a 3G Radio but I don't know for sure.
