Dell Venue Pro unlocking

Hi.

I bought the smartphone from ebay, and seller told that i can use any sim-cards, but my russian sim-card (MTS provider) doesn't work. I tried to send email to techsupport, but i can't access with my service tag. What can I do for unlock my smartphone? Please help me.
