Streak 5 doesn't charge

My Dell Streak is not charging anymore. The support center says that the charging port on phone is not responding and the phone will be replaced. Cool, but I have two concerns:

1. They want me to pay around 5000 INR for that.

2. they will replace my phone in 15 days.

I wonder why to pay when phone is not even 4 months old and why will it take 15 days. I found no support for this phone whatsoever. Need help ASAP.
