Venue 7 Factory Data Reset

I ran a factory data reset on my venue 7 3730 software version Venue 7 3730_V1.16_131221-no modem. Now my issue is that when I tried to set everything up again nothing seems to work. My wifi says it's connected, but I can't get passed the 1st part of the setup when it trys to bring up a dell web up page it says every time that there is no data connection. The home button, the menu buttom & even the drop the right side drop down status bar doesn't work. Can anyone please give me any advice or help on this matter? Thank you in advance.
