What happens if a site loses power and then comes back online?  Does one need to mess with the SPS or does the VNX power on automatically?

Well it all depends what happened

If it was not powered off using the procedure and went down via normal battery destage, it should come back up after power comes back on. If it was shut off using the procedure, then there is a similar poweron procedure available at mydocs.emc.com
