VNXe3100 as standalone server

I have a client who is using a VNXe3100 as a standalone CIFS server (not joined to a domain) for an isolated network of laptops.  We are attempting to enable the guest account for the CIFS server to make attaching to shares as simple as possible (no security on this data is necessary), and following the online help says to create a connection to the IPC$ share with the administrator account/password at the command line, then connect via remote computer management to the CIFS server on the VNXe.

Using net use works fine, we get a successful connection to the IPC$ share.  When we connect in Computer Management to the VNXe it connects, but when we try to bring up Local Users and Groups, we get an access denied.

The online help also suggests using User Manager to connect to the VNXe, but w/Windows 7 no usrmgr.exe exists, and Active Directory Users and Groups cannot connect (as I would expect).

What are we missing here?

Connect to C$ using the local Adminstrator

Then run MMC
