This sort of info is contained in the "EMC VNX Unified Best Practices for Performance" (Applied best practice guide) and also the "FAST VP Detailed Review" document.

Pools are expanded automatically after you add disks and then will be rebalanced. The rebalance is a FASTVP activity and occurs automatically. It will be shown in Unisphere as an Operation In progress with a % Complete tracker.
You should see the info in naviseccli also using the storagepool -list cmdlets
