Thanks to George Pradel for the info -
You can monitor the service status through host/process monitoring but not the time skew.

"VMware Performance agent does not do Services collection since vCenter itself does not have that information. So in order to monitor services on ESX host/VMs in Foglight, it is necessary to setup and Infrastructure agent only to monitor processes. That being said, there is an Enhancement request already logged as documented in SOL136054"
