Having trouble reformatting, please help!

I am trying to reformat my pc.
I know what to do and stuff but when I change it so that CD rom boots in front of hard drive, it just goes on normal. Even if I disable the drive c, it wont work. Do I have the right CD? Im using the Windows XP Pro CD V. 1a. I believe I do because when I put it in and try to reformat from windows desktop it says to restart my pc and try it. Can anyone help

Thanks,
Mihnea
