System halted! Must power down

Tonight we realized that our desktop PC was powered off. When we started it, instead of the pretty blue screen where you enter your password, this is what we see on a black background and white letters
 
Type the password and ...
--press to leave password security enabled.
--press to disable password security.
Enter password:
 
When I enter our password, it says
incorrect password
Number of unsuccessful password attempts: 3
 
System halted! Must power down.
 
First of all could we have a virus
 
Any help will be greatly appreciated 
 
Also I can't move past this screen to download anything. When we try to restart the same screen comes up. We've had this Dell PC for about 4 years.

P.S. To any one else reading this post, if the user can not Logon how can he/she run hijack this?  That is why I posted.  Whether the is or is not a malware issue is unknown at this time, no one can diagnose the problem if the tools can not be run.
